On October 8, Vice Chairwoman of the Da Nang People’s Committee Nguyen Thi Anh Thi chaired a meeting with relevant departments, agencies, and investors to discuss the proposed Coastal Tourism, Services, and Entertainment Complex, aimed at creating new tourism offerings and driving the city’s night-time economy.
At the meeting, FTZ KITA Trung Nam Company Limited, the investor behind the Ocean Heart Coastal Tourism, Services, and Entertainment Complex, presented its master planning concept and the proposed positioning of Ocean Heart within the “7 Waves” structure.
The “Ocean Seven – Danang” concept is organized around three interconnected layers: “5 Zones,” which establish the spatial framework; “7 Waves,” which shape the narrative and flow of visitor experiences; and “Ocean Heart,” which serves as the main attraction and experiential climax.
The spatial structure is designed to organize visitor flows, while cultural narratives create distinctive impressions that encourage tourists to return.

A signature recurring program, “Seven Waves Awaken,” will feature a combination of performing arts, music, lighting, musical fountains, lasers, projection mapping, and drone displays. As a flagship attraction, the program is expected to draw visitors and strengthen the destination’s appeal, following the recurring-show model successfully adopted by international coastal cities.
According to Vice Chairwoman Nguyen Thi Anh Thi, Resolution No. 26-NQ/TW, dated August 22, 2026, issued by the Politburo on developing Vietnamese tourism into a key economic sector in the new era, identifies Da Nang as one of three priority localities, alongside Hanoi and Ho Chi Minh City.
For Da Nang, the night-time economy plays a significant role and has received particular attention from central authorities and the Standing Board of the Municipal Party Committee. It represents a new growth engine for the city’s tourism economy and requires systematic, integrated, and sustainable planning and development.
Specifically, Da Nang aims to develop a diversified night-time economy spanning multiple sectors, spaces, and experiences, supported by a clear strategy and a gradually established interconnected ecosystem, rather than relying on isolated activities.
The city seeks to unlock the potential of its night-time economy by leveraging culture as a competitive advantage and positioning the creative industries as a key pillar. This approach will go hand in hand with improving the quality of life for residents and enhancing visitor experiences, while ensuring a balance between economic and cultural development, environmental protection, public safety and order, and the interests of local communities.
Nguyen Thi Anh Thi welcomed the proposal by FTZ KITA Trung Nam Company Limited to develop the Coastal Tourism, Services, and Entertainment Complex, describing it as a promising concept that could introduce a new tourism product and support the development of the city’s night-time economy.

To facilitate the project’s early implementation, the Vice Chairwoman assigned the Department of Finance to serve as the focal point for guiding the investor through the procedures required to study and invest in the project.
The City’s Land Fund Development Center was tasked with reviewing land-related matters to provide a basis for assessing the proposal’s feasibility. The Department of Culture, Sports and Tourism; the Department of Construction; the Department of Agriculture and Environment; and other relevant agencies were instructed to proactively coordinate with the investor and provide support with the necessary documentation.
Nguyen Thi Anh Thi also urged FTZ KITA Trung Nam Company Limited to promptly complete the required procedures and ensure progress. Relevant agencies are to resolve matters within their authority in a timely manner and promptly report any arising issues. As an immediate priority, they will review the investment research proposal and submit it to the Da Nang People’s Committee for consideration before October 20.
